Bumps in the Road to an EU-Tunisia Migration Deal

About eight years after the migration deal with Turkey in 2016, the European Union seeks to make a similar agreement, this time with Tunisia. President of European Commission Ursula von der Leyen, Italian Prime Minister Giorgia Meloni and Dutch Prime Minister Mark Rutte paid a visit to Tunis on June 11 and had discussions with Tunisian President Kais Saied. The main topic was a “comprehensive partnership package” in which the EU has offered financial assistance of more than 1 billion euros to assist the ailing Tunisian economy in return for ending the migrant crossings to Europe.

Avrupa Birliği (AB) üyesi ülkeler arasında yıllardır devam eden müzakerelerin sonunda yeni bir iltica ve göç sistemi konusunda Haziran ayında nitelikli çoğunlukla bir anlaşma sağlandı. Önümüzdeki sene Haziran ayında yapılacak AB milletvekili seçimleri öncesinde AB Parlamentosu ve Komisyon arasındaki görüşmelerin tamamlanması ve bahse konu anlaşmanın yürürlüğe girmesi bekleniyor. Anlaşma incelendiğinde esas hedefin caydırıcılığın arttırılarak kaçak göçmenlerin AB dışında tutulmasının sağlanması olduğu görülüyor.

In den letzten Jahrzehnten hat das Interesse an der Untersuchung der Wiedereingliederung von Gefangenen, der Bewährungshilfe und der Auswirkungen der Inhaftierung auf das Gemeinschaftsleben zugenommen. In den intellektuellen und politischen Diskussionen wurden jedoch die besonderen Herausforderungen, mit denen inhaftierte Frauen bei ihrer Rückkehr in die Gesellschaft konfrontiert sind, nicht berücksichtigt. Das fehlende Wissen über das Geschlecht als wichtige Variable bei der Wiedereingliederung hat Interventionsinitiativen erheblich eingeschränkt. Ziel dieser Literaturübersicht ist es, einen allgemeinen Überblick über den Stand der Forschung zum Wiedereintritt von weiblichen Häftlingen zu geben.

Turkish armed drones, in particular, have become one of the most sought-after UAVs in recent years. The medium-altitude long-endurance (MALE) UAV Bayraktar TB2 drone, one of many produced by the Turkish arms industry, has been exported to 24 countries. Although the Turkish government has not publicly stated where Turkish armed drones have been exported, the list reportedly includes Qatar, Libya, Ukraine, Azerbaijan, Turkmenistan, Morocco, Ethiopia, Kyrgyzstan, Somalia, Pakistan, Djibouti, Burkina Faso, Rwanda, Togo, Niger, Nigeria, Polonia, Romania, Algeria, Iraq, the United Arab Emirates, Bangladesh, Tajikistan, and Senegal.

Geçtiğimiz hafta 15 Aralık günü İstanbul Şişli’de bir trafik kazası yaşandı. Haberlerde konsolosluk aracını ABD İstanbul Başkonsolosu Julie A. Eadeh'in eşi Mounir Elkhamri'nin kullandığı, yapılan ölçümde 240 promil alkollü çıkan Elkhamri’nin konsolosluk aracını bırakarak olay yerinden ayrıldığı, yaralı vatandaşın hastanede tedavisinin devam ettiği ve kazayla ilgili inceleme başlatıldığı belirtiliyordu. Basit bir trafik kazasına ilişkin basında birçok haber çıkması ve alakası bulunmadığı halde ısrarla kazaya ABD İstanbul Başkonsolosu Julie Eadeh’in dahil edilmesi üzerine ABD Ankara Büyükelçiliği bir açıklama yapma gereği duydu.

Due to the importance of borders as defining feature for statehood, states deploy measures and infrastructure to secure their borders and manage cross-border movements. To this end, governments resort not only to physical barriers but also to mechanisms such as visa requirements, consulates, and airline officers. They also benefit from digital technologies and “smart borders.” They even need the engagement of third countries to control the mobility and security of their borders.15 Following these developments, this paper aims to examine how the concept of the border has been transformed and discuss how states respond to the challenges posed by increased mobility.
